The establishment of the Netherlands Space Office (NSO) was started with an agreement on the need of the Netherlands for the NSO. This agreement was signed by the Ministry of Economic Affairs, Ministry of Education, Culture and Science, Ministry of Transport, Public Works and Water Management and the Netherlands Organization for Scientific Research (NWO) in October 2008. Therefore, the NSO was officially established on July 1, 2009 and ever since the space activities of the NIVR (the Netherlands Agency for Aerospace Programmes (in Dutch language, Nederlands Instituut voor Vliegtuigontwikkeling en Ruimtevaart)), the former Dutch space agency were merged into the NSO.

The NSO is the central point of contact for the space community within the Netherlands and has a close relationship with international space organizations like ESA, NASA and JAXA. The responsibilities of NSO are to develop space programme and to bring into action and increase the knowledge of students and general public on fields of spaceflight science, usage and exploration
